About the Position: Serves as an advanced and subject matter expert (SME) Traffic Management Specialist in theSpecial Requirements Team of the Domestic Movement Operations Branch, Movement OperationsDivision, Deputy Chief of Staff for Operations, G3, Headquarters Army Transport Command(ARTRANS), Scott AFB IL.
Duties
Provide transportation analysis (i.e, TSP proposals, rate structures, etc.) for a wide range of Domestic Transportation Service Provider (TSP) shipments.
Advise on transportation programs, policies, or guidelines to improve the mission efficiency and effectiveness.
Oversee operational considerations involved in each specific movement to increase competition between Domestic Transportation Service Providers (TSPs).
Participate on multi-functional integrated process teams (MFIPTs) to address and resolve transportation-related issues.
Develop work plan specifications for a variety of of highly visible and unique Domestic transportation requirements.
Interpret transportation guidance, policies, programs, or regulations to resolve Domestic Transportation Service Provider issues.
Develop staff recommendations for correction action or improvement using after action reports, charts, graphs, statistics or narrative explanations.
Develop new methodologies to acquire Domestic transportation services, create innovative pricing strategies, and improve negotiation techniques to enhance competition.
Resolve movement issues by direct contact with service providers, DoD Installations, Contractors, or other transportation officers.
Negotiate tender rates with commercial transportation companies representing all domestic modes.
Review movement requests from shipper to conduct complex negotiations for transportation services.
Prepare solicitation packages to be distributed transportation carriers.
