Duties
***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION*** In support of the Airfield Manager, employee provides supervision, subordinate guidance and team leadership to assigned employees. Performs long-term planning and organizational process development as necessary to ensure accomplishment of the daily operations, training, and readiness missions. Supervises and performs on-site maintenance and independent certification of complete systems, subsystems and components of complex electronic air traffic control (ATC) and communications equipment. Equipment systems typically maintained and certified include Precision Approach Radar (PAR), Airport Surveillance Radar (ASR), Instrument Landing System (ILS), D-BRITE (Digital Bright Radar Indicator Tower Equipment), ATCBI (Air Traffic Control Beacon Interrogator), ATCRBS (Air Traffic Control Radar Beacon System), Computer Driven Air Traffic Control Communications Switching System (ATCCSS), NDB/COMPASS LOCATOR (Non-directional, low/medium frequency, radio beacon) Fixed Base Weather Observation Systems (FBWOS) and Remote Control Air Ground Communications (RCAG). Supervises employees performing ATC electronic equipment repair and maintenance work. Assigns, directs and reviews subordinates' work, solves technical and administrative problems, and explains work and administrative requirements. Develops and implements a training program for subordinate electronics technicians in accordance with Army Regulations (AR) and Training Circulars (TC). Provides classroom and hands-on training on assigned equipment to include research and preparation of training materials, preparation of a course lesson plan, establishing pass/fail criteria, and development of course exams. Interfaces with and provides expert technical advice and guidance to the Airfield Manager, installation leadership, higher headquarters, and associated government agencies on complex ATC equipment maintenance and support issues. Works closely with the Airfield Manager, Air Traffic Control Facility Chief, Department of the Army Representative (DAR), and other key installation personnel to ensure mission requirements are met with no adverse impact. Serves as a senior electronics technician responsible for maintaining a highly-complex Air Traffic Control (ATC) Tower used for safely guiding both civilian and military aircraft in the vicinity of the airport. Incumbent exercises judgment in the selection, interpretation and application of a wide range of most applicable established guidelines and methods for typical situations, and recognizes when guidelines and methods prescribed are not sufficient and modifies concepts, practices, and precedents to derive innovative approaches and procedures to meet specific atypical situations caused by compressed timeframes, electromagnetic interference or variances in electronic circuitry. Participates in, and conducts site surveys to determine the best location of new or relocated ATC facilities. Aids in the planning and design, or modifies existing electronic designs for the installation or modification of ATC facilities. Acts as local project manager for new equipment installation or equipment/facility upgrade to include maintenance of a prescribed project folder, coordination of project support requirements, and establishment of a new equipment stock list, preventive maintenance program, and training package.
