Duties
Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met.
Directs and implements military personnel programs of assignment in order to ensure highest levels of unit and personnel readiness to accomplish statewide military personnel programs.
Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense (DoD), the Department of Army (DA), and the National Guard Bureau (NGB).
Manages the use of funds for accounts relating to the area of assignment and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews.
Coordinates, convenes and/or participates in various boards.
Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs.
Directs and oversees the research and response for congressional or high level headquarters’ inquiries regarding military human resources matters.
Provides supervision in technical and administrative guidance over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO.
Conducts briefings, training, and workshops for subordinate major commands, managers, JFHQ staff and senior leadership on military personnel programs of responsibility.
Participates in Soldier Readiness Processing (SRP) and unit mobilizations/de-mobilizations.
Develops plans and policies then implements military personnel programs in support of statewide responses for defense of the Homeland, natural and/or man-made disasters, pre- and post- deployment activities, and DHS contingency plans.
Performs other duties as assigned.
Education
To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position. You may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the line of work. For the GS-11 level: To qualify on education alone applicant must have one of the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 including qualifying with combination of education and experience.
