Summary

This position is located in the Financial Operation Center (FOC), Revenue and Disbursement Group (RDG), within the Office of the Managing Director (OMD) at the Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

The incumbent serves as the Chief of the Revenue and Disbursement Group (RDG), directs and oversees the recording functions for disbursement and collection activities of the Commission. Supervises a group of subordinate staffs of diverse responsibilities; sets and adjust priorities; establishes schedules for the completion of work; and identifies and implements ways to improve efficiency and enhance the productivity and quality of work. As A senior technical expert in System Accounting, provides expert analysis and evaluation of accounting and financial management system; apply modern technology to design/develop system processes for GENESIS data integration with GSA and Treasury systems such as: CIR, CSNG, DNP, PAM and SAM; develop processes for the agency's Auction data integration. Maintains agency and required federal government accounting procedures to ensure that financial transactions are processed in a consistent, accurate and timely manner. Monitors the progress of documents through the financial systems to ensure accurate posting. Provides and documents the audit review of select vouchers and commercial invoices for accuracy. Obtains guidance on issues arising from systems development, modifications or enhancements. Interprets, applies and provides guidance on standards promulgated by General Accountability Office (GAO), Treasury and Office of Management and Budget (0MB) and coordinates the resolution of problems arising from changes in reporting requirements; and exercises broad responsibility to provide technical and procedural guidance and financial management leadership to assure the day-to-day activities of the RDG.

In order to be considered for this position, applicants must: -Currently be employed in the Federal Communications Commission in positions serving under career or career conditional appointments. ALL FCC EMPLOYEES MUST provide a legible Personnel Action, SF-50, that verifies your status and highest permanently held grade. Education

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Transcripts, unofficial or official, must be submitted by the closing date of the announcement. If transcripts are not submitted, the application will be rated as ineligible.

Mastery of cost accounting system theory, concepts, and principles sufficient to Lead the creation of a comprehensive integrated and interfaced accounting system that covers all functions of the multi-mission agency, and meets statutory and regulatory requirements. Ability to serve as a senior expert and consultant to top agency management officials, and senior management to advise on the accounting or financial management systems function, processes and reports.
