Summary

You will serve as a Supervisory Program Analyst with Bureau of Reclamation. The position functions as the supervisor for a group of individuals within the Infrastructure Investment and Management Branch which is a part of the Asset Management Division in the Dam Safety and Infrastructure directorate. This is not a remote position. The Selectee will be required to report to any Bureau of Reclamation (BOR) federal facility located within the United States. SALARY TABLE 2026-RUS

Duties

The official duty station will be at any Bureau of Reclamation (BOR) facility located within the United States. Duty location will be finalized upon selection. This is an Internal Merit Promotion announcement for current career and career conditional Bureau of Reclamation Federal employees, Career Transition eligibles (CTAP & ICTAP) and Current or former time-limited employees eligible under Land Management Workforce Flexibility Act (LMWFA). Refer to Required Documents section for more information. Some of the major duties you will perform include but are not limited to the following: Exercises full supervisory authority over assigned staff, including planning and assigning work, evaluating performance, selecting candidates, providing training, and addressing conduct or performance issues. Oversees the formulation, interpretation, and implementation of policies, directives, and standard operating procedures governing assigned program areas. Conducts high-level analyses of administrative, operational, and programmatic data to identify trends, resolve issues, and support strategic decisions. Develops and oversees budgets, staffing plans, and resource allocation strategies to support program objectives Provides executive-level oversight of program activities, ensuring alignment with bureau priorities, mission objectives, and long-range organizational strategies. Serves as a senior advisor on sensitive, complex, or cross-functional issues requiring coordination across organizational boundaries.

Condition of Employment For Probationary Period: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. You may be required to serve an initial supervisory probation period.
