Summary

The Supervisory Management and Program Analyst (Veteran Information Services) position is located within the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Education Service (EDU). Education Service administers VA education benefit programs for Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents in accordance with Title 38 and Title 10, United States Code.

Duties

The incumbent serves as the Chief, Veteran Information Services, within the Program Integration Office and reports directly to the Program Integration Officer (PIO). The incumbent is responsible for leading Education Service's authoritative Veteran-facing information program by ensuring education benefit information is timely, accurate, accessible, and consistently delivered across all public information platforms. The position provides leadership for the management of Veteran education information resources, supports enterprise communication of policy and legislative changes, and advances Veteran awareness and understanding of VA education benefits. Serves as Chief, Veteran Information Services. Provides supervisory direction, and technical oversight for the development, management, and continuous improvement of Education Service's Veteran facing information resources. Ensures Veterans receive accurate, timely, and understandable information regarding VA education benefits through trusted public resources, educational programming, and enterprise information channels. Specific duties include: Directs the planning, execution, and evaluation of programs that improve Veteran awareness, access to information, and understanding of education benefits while ensuring compliance with Federal law, VA policy, and Education Service guidance. Provides oversight for the Veteran Information Services program by establishing long-range objectives, priorities, and operational strategies that improve Veteran access to education benefit information. Leads planning activities supporting enterprise information delivery, including oversight of Veteran facing websites, the GI Bill Comparison Tool, educational resources, webinars, and other official information products. Develops policies, procedures, performance measures, and governance processes that ensure Veteran information remains accurate, current, consistent, and responsive to legislative, regulatory, and policy changes. Supervises GS-11 through GS-13 professional staff responsible for information management, website administration, educational outreach, and all Veteran information services. Ensure EDU's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Coaches the team in the selection and application of appropriate problem-solving techniques, provides advice on team practices and procedures and assists the team and/or individual members in identifying the parameters of a viable solution. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
