Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at 2nd Signal Brigade, Wiesbaden, Germany. The initial length of this overseas tour is 36 months with possible extensions up to 5 years.

Duties

Serve as the brigade’s senior resource management officer, responsible for planning, coordinating, and executing all budgetary, financial, and manpower operations.

Oversee the formulation, justification, and execution of the brigade’s annual budget, ensuring compliance with fiscal law and the effective use of appropriated funds in a dynamic funding environment.

Oversee the development and monitoring of spend plans, track obligations and expenditures, and recommend reprogramming actions to ensure full and proper resource execution.

Provide authoritative guidance to leadership and staff on budget execution, funding availability, contract management, and fiscal accountability.

Coordinate with requirement owners during the brigade’s Program Objective Memorandum (POM) submission process by identifying resource requirements, preparing data for higher headquarters, and aligning requests with command priorities.

Supervise a staff of civilian, military, and local national employees, assigning work, setting priorities, conducting performance evaluations, and providing coaching and professional development.

Lead the implementation of innovative financial management practices, such as G-Invoicing and Power BI dashboards, to increase transparency, improve audit readiness, and strengthen decision-making.

Promote organizational effectiveness and workforce resilience by managing employee engagement initiatives.

Implement financial management tools and process improvements, including G-Invoicing and automated reporting dashboards, to increase efficiency and transparency.

Represent the brigade at resourcing forums and working groups with higher headquarters, providing updates on budget execution and advocating for mission requirements.
