Summary

Serves as an Occupational Safety and Health Specialist in the FAA Logistics Center in the Quality Systems Group, EOSH and Facilities Management Team.

Duties

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. The incumbent is responsible for developing planning, administering, evaluating, and controlling a comprehensive Safety and Occupational Health Program for the FAA Logistics Center. The incumbent is responsible for the implementation of FAA/MMAC OSH initiatives mandated by the Occupational Safety and Health Act, Executive Order 12196, and Title 29 USC Part 1960 (safety and Health Provisions). The work requires independent judgment in the application of the principles, practices and techniques of various safety and health standards such as Occupational Safety and Health Act, American National Standards Institute, National Fire Protection Association, and the Building Operators and Contractors Association Codes and Basic National Building Codes. May serve as a project manager or team leader for large projects and for conducting program studies/evaluations concerning workplace safety. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. The incumbent conducts risk assessments, job hazard analysis, ISO 45001 Occupational Health and Safety (OH&S) and ISO 14001 Environmental Management Systems (EMS) audits, fall protection program management, and incident investigations in accordance with Center Policy, FAA Orders, and other applicable Federal state, and local requirements. Plans, organizes, and administers a scheduled series of comprehensive inspections/analysis of numerous facilities, structures, and workplace operations to identify, analyze and evaluate a variety of hazards. Devises and applies methods and techniques to control or eliminate recognized hazards in the workplace. Assesses program strengths, weaknesses, best practices and develops/recommends improvements to policies, processes and work instructions as required. Incumbent assists in the development of budget requests and justifications. Develops and delivers presentations/briefings to management on assigned areas of responsibility. Provides guidance and training to less experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex difficult problems; and recommending improvements to the MMAC's Occupational Safety and Health Management System (OHSAS 45001) and Environmental Management Systems (EMS 14001). The incumbent represents the Logistics Center, as an authority, in meetings concerned with safety and occupational health programs. Work is reviewed through status reports and at project completion for conformance to policy and alignment with project or assigned work activity requirements. Participates in developing training programs in safety and occupational health for personnel. Coordinates issues related to new policy issuances, unique/complex problems or program improvements/deficiencies, ISO 14001, OHSAS 45001, ISO 9001 management systems. Makes technical decisions with minimal guidance concerning implementation of MMAC OSH program issues. Work includes technical interpretation of various safety and health standards. Uses computerized software to accomplish documentation, reports, data tracking, and presentations (e.g., Microsoft Office products, Gov Trip, etc.) Contacts are internal and external, and include but are not limited to, DOT and FAA officials, the Director, Deputy Director, Aeronautical Center OSH Working Group, state and local governments, and contractors. Additional contacts are the Agency EOSH officials, OSH specialists, environmental specialists, industrial hygienists, procurement officials, union officials, supervisors, managers, employees, Federal, State, and City regulatory and compliance authorities, environmental & safety professionals, and professional groups, and labor representatives.
