Summary

AVS Records and Information Management (RIM) work involves creating and implementing record management policies, managing digital and physical records, ensuring compliance with legal and regulatory requirements, overseeing the entire records lifecycle from creation to disposition, analyze organizational needs, develop filing systems, conduct audits, manage records retention schedules, provide training on proper record handling, formulate policy, and conduct program outreach.

Duties

Leads the FAA¿s Records and Information Management program for AVS pertaining to the creation, dissemination, research, storage and disposition of Federal records. Collaborates with POCs across AVS to ensure that records adhere to applicable guidance and Federal law and regulations. Identifies and resolves challenging records management problems and develops and recommends approaches to address current and anticipated problems and issues. Provides feedback and guidance to management on issues such as program priorities, development of long-range plans, resource strategies and present analyses results and findings to senior leadership. Works with senior management to identify and resolve problems. Applies experience and expert knowledge of records management laws, regulations, rules, policies and procedures to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Recognized as a subject matter expert in a specialized area and provides leadership for highly complex and challenging records management activities in accordance with respective legal and regulatory requirements, under the minimal direction of a manager or executive. Utilizes quality safety assurance and process improvements methods in developing and conducting periodic RIM quality control reviews, compliance audits, risk assessments and surveys to measure the effectiveness of the program. Possesses knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Leads project meetings and periodic reviews, involving a wide variety of stakeholders and prepares accurate and timely project status reports. Monitors deadlines and present resolutions to customers regarding impeding problems or concerns related to the projects. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of AVS strategic objectives. Ensures open and effective communication, cooperation, and coordination with internal and external stakeholders. Provides expert RIM guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Analyzes RIM business processes and developing to improve workflow and create efficiencies through the use of automated tools, systems and technology. Reviews all strategies and initiatives to ensure AVS and FAA meet planned outcomes and goals. Participates in and supports the General Accountability Office (GAO), Department of Transportation Inspector General audits, National Archives and Records Administration (NARA) and Federal Aviation Administration (FAA) to obtain information to use in the development and implementation of strategies and/or initiatives to improve the efficiency of operations of Agency's RIM program activities. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations, as situations require. Serves as an AVS representative and principal point of contact with the Privacy Office (PTA/PIAs), AGC (legal holds), and other lines of business/staff offices to provide advice and guidance on the application of records management procedures and policies. Cultivates positive relationships and professional partnerships with FAA employees and contract support staff and a variety of stakeholders by maintaining open lines of communication, soliciting feedback and by collaborating on problem resolution. Formulates and recommends to senior management positions on major projects, policies, and issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution.
