Summary

Position located in the Architect of the Capitol (AOC), Office of the General Counsel. Selectee provides property management and legal assistance support for AOC-leased properties under the guidance of the Realty Specialist and legal counsel. Assists the Realty Specialist with day-to-day program administration and serves as a back up to provide continuity of services to OGC.

Duties

This announcement is open to current Architect of the Capitol (AOC), Office of General Counsel employees only. Responsibilities: Property Acquisition, Management and Disposal: Assists the Realty Specialist with the management of real property that is federally leased. Supports the preparation of documents for leases, licenses and/or permits. Assists with the administrative and legal management of the AOC's property needs, including the purchase and/or lease of property, license agreements, land or property acquisition, and planning. Supports approximately 25 leases in the AOC's real estate portfolio, such as Postal Square, Fairchild Building, Senate Mail Facility and the Alternate Computer Facility (ACF). Also assists the Realty Specialist in over-seeing permits for land to be used for the National Symphony Orchestra concerts, Special Olympics, the Soap Box Derby held on Jenkins Hill and other similar events. Resolves problems with facilities involving property owners' or tenants' responsibilities, or such matters as maintenance and repair. Assists the Realty Specialist to prepare administrative documents and correspondence and obtain legal counsel as needed in day-to-day office operations and administrative support activities. Serves as a Contracting Officer's Technical Representative (COTR) on contracted maintenance and repair services reported by tenants and in accordance with lease agreements. Financial and Legal Administration Controls: Performs financial and transactional duties associated with lease payments and the processing of funds. Manages the OGC budget, monitors invoices and payments, and oversees all procurements in the office. Prepares a variety of documents necessary for the administrative operations of the office, such as audit, budget, liability and expense reports, and prepares, organizes and maintains correspondence and administrative files. Utilizes computers and drafts transactional documents, such as contracts and real estate leases; closing documents; and, as necessary, legal court documents, such as pleadings, motions, affidavits and subpoenas. Manages lawyers' calendars for conferences, depositions, motions, trials, filing deadlines, docket appearances and discovery response and demand deadlines. Gathers, sorts and interprets data from various record systems and prepares charts, graphs and tables to illustrate results. Lease Administration: Creates lease agreements or amendments from templates, tracking leases through the process, ensuring compliance with federal regulations for landlords and tenants, reviewing leases and verifying related documents for proper execution. Prepares documents for termination, expiration or direct sale of leases or agreements. Serves as point of contact for maintenance calls, such as calls for HVAC, custodial cleaning and elevator maintenance or repairs and resolves problems with occupants. Assists in negotiating the meaning of terms in the lease or other authorizing documents to determine responsibility for resolving problems. Performs other related duties as assigned.
