Summary

About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

Oversee the research, design, testing, and enhancement of the district's business intelligence applications (such as WWBI) and automated information systems.

Act as the primary technical point of contact for organizational IT systems and advise senior leadership on state-of-the-art technological changes and advancements.

Conduct detailed management studies to evaluate organizational efficiency, identify operational bottlenecks, and recommend new or modified IT workflows.

Ensure software applications and platforms comply with security directives, Risk Management Frameworks (RMF), and continuous Authority to Operate (ATO) protocols.

Use workflow mapping, process charts, and statistical methodologies to analyze the impact and efficiency of IT infrastructure (networks, databases, and hardware).

Establish project timelines, draft technical justifications for procurements, and deliver comprehensive cost-status reports to IT steering committees.

Prepare detailed written staff studies and conduct briefings to persuade management officials and stakeholders to accept and adopt system modifications.

Serve as the Contracting Officer’s Representative (COR), conduct market research, draft Statements of Work (SOW), and monitor active IT service contracts.
