Summary

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for: Leading the integrated product teams, working groups, and other meetings as required in order to examine and analyze complex program and MDS issues to ascertain increment status, identify disconnects, and provide MDA senior leadership with options for resolving and minimizing programmatic impacts.

Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include: Leads the integrated product teams, working groups, and other meetings as required in order to examine and analyze complex program and MDS issues to ascertain increment status, identify disconnects, and provide MDA senior leadership with options for resolving and minimizing programmatic impacts. Fosters teamwork and cooperation to achieve MDS goals and objectives. Coordinates with managers at the senior field-grade and equivalent civilian levels to identify and resolve technical issues and obstacles to achieving MDS integration and incremental delivery of MDS capabilities. Briefs General/Flag Officers and senior executive leaders as required regarding the planning and execution of the concepts, plans, procedures of the MDA Change Management process. Provides quantitative and/or qualitative analysis to provide answers to urgent, and often time-sensitive, questions from within the Agency and from external source. Works closely and collaboratively with Functional and Program Manager Staffs on a daily basis to identify integration and synchronization process improvement opportunities, and to assist with affecting such process improvements. Oversees integration and synchronization of the MDS Program across the FYDP to ensure delivery of required incremental capability by identifying MDS-level program issues; assessing MDS-level issues impacting cost, schedule, performance and risk management; and synchronizing actions to assess/recommend readiness of MDS incremental capability delivery to support the Warfighter OR&A process. Monitors the MDS test program, plans and schedules for adequacy from a MDS-level perspective to ensure MDS testing is aligned with program delivery schedules to support incremental MDS delivery to the Warfighter. Proposes and develops initiatives to improve the integration planning and execution of MDS tests, and provides recommendations to senior management. Participates in the systems engineering for the MDS Program at the systems level through collaboration with MDS functional and program component engineers to ensure that systems engineering planning, development and execution is fully integrated across the MDS Program.
