Summary

As a Program Analyst, you will be responsible for providing analysis of a variety of subject matter relating to the effectiveness of assigned program operations and assist in planning and evaluating a variety of projects.

Duties

Location of position: This position is can be located in any GSA office. We are currently filling one vacancy. Candidates will be considered based on the duty location(s) selected in their application, and referrals will be made for specific duty locations based on the location of the vacancy being filled. Additional vacancies may be filled from this announcement as needed. The duties of the Program Analyst at the GS-07 include, but are not limited to the following: Under close supervision and assistance as required, analyzing the issues in the assignment, then selecting and applying accepted analytical techniques such as task analysis, work simplification, workflow charts, workload measurement and management and organizational practices to determine the most effective methodology needed to meet program goals and milestones. Learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as a program analyst to management on the evaluation of the effectiveness and efficiency of GSA government programs. Using basic qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned limited, conventional work/projects. Under close supervision and assistance as required, applying basic analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Identifying and developing data required for use by higher level analysts in the management and direction of programs. The duties of the Program Analyst at the GS-09 include, but are not limited to the following: Analyzing the issues in the assignment, then selecting and applying accepted analytical techniques such as task analysis, work simplification, work-flow charts, workload measurement and management and organizational practices to determine the most efficient way to organize work. Learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as an analyst to management on the evaluation of the effectiveness and efficiency of government programs. Using qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned work/projects. Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues deal with readily observable conditions and written guidelines covering work methods and procedures. Identifying and developing data required for use in the management and direction of programs.

Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. How you will be evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. GS-07 Knowledge of program analytical practices, procedures, regulations, precedents, and/or guides. Knowledge of basic principles, concepts, and methodology of professional and/or administrative operations and/or procedures. Ability to obtain, compile, analyze and summarize information and quantitative data. Ability to work independently on routine or continuing assignments. Developmental knowledge of the organization's programs and operations. GS-09 Knowledge of agency programs and activities, and agency mission, policies, and objectives to apply analytical and evaluative methods and techniques to organizational and program issues or studies. Knowledge of management and agency/organization theory and principles, including standardized administrative practices and procedures commonly used by the agency/organization. Skill in using qualitative and quantitative analytical techniques to research and gather information and use applicable work methods and procedures to complete each phase of assigned work/projects. Skill in applying fact-finding and work related analytical and evaluative techniques to conduct studies; identify and develop data; prepare and deliver briefings and perform other analytical and evaluative work. Ability to use applicable agency automated systems to gather, format and analyze various program, management and organizational information. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process. Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.
