The primary purpose of this position is to provide expert financial and business advice to AFCEC, Air Staff and other DoD agencies related to present and future efforts to Privatized Military Family Housing.
Duties
Acts as a team member of financial, business, and legal specialists for programs designed to privatize military family housing; negotiates business and financial arrangements with senior management of offers and developers. Engages in negotiations on business and financial arrangements with bankers, brokers, and financiers in the best interest of the Air Force and DoD; prepares instructions for offerors on pro forma financial projections. Considers unique tax implications of projects and determines the impact of Federal and State laws; considers the effect of tax aspects upon the net present value of cash flows Writes financial and business arrangements for Requests for Proposals (RFPs) to reduce the overall net present value cost to the government; reviews RFPs for potential conflicts with financial and business objectives. Maintains liaison with DoD, Departmental Agencies, USAF, Command, and commercial firms to exchange information and assistance concerning privatization matters; plays a key role during detailed negotiations.
