Summary

Serves as a management and program analyst for an organizational entity of the Federal Aviation Administration (FAA). This position manages and coordinates General Training, Technical Training, Safety Training, eLMS Administration and other training activities regarding development of new products/services as assigned. Incumbent provides first level support to the training community in various programs as assigned.

Duties

Provides a wide range of administrative and analytical duties in the conduct of projects and studies of substantive functions to improve the overall work operations of the organization assigned. Applies knowledge of administrative services to support training across the ATO. Responsible for managing training related programs, resolving issues and problems, monitoring all aspects of their programs for quality, effectiveness, and consistency. Serves as a subject matter expert (SME) who specializes in the development of new and innovative approaches, methodologies, techniques, and process improvement, e.g., business acumen. Supports evaluating the relationships between major program changes and status of organizations through partnership with analysts and SMEs to create actionable products that provide predictive and prescriptive analytics to enable informed management decisions. Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas - organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objectives, business management, financial tracking and/or information management. Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Formulates critical management policies and systems and ensures timely implementation. Advises organization and program managers on critical planning and resource utilization issues. Leads or personally performs complex or controversial studies which result in authoritative recommendations to improve organizational structures, management policies, and work distribution. Leads or personally completes analyses of critical programs by developing baseline performance measurements and comparing performance with the baseline. Prepares long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. Develops resource (staffing and funding) guidance for subordinate activities, and performs continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. Develops staffing and manpower standards covering complex program functions or missions involved in supply chain management, training, research, information management etc. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques. Performs other duties as assigned. Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems, monitoring expenditures and developing quarterly/annual/interim reports as required.
