The primary purpose of this position is: To exercise second level supervisory, planning, directing and managerial authorities over the National Guard Bureau Manpower, Management Engineering Branch responsible for the management of manpower requirements for the Air National Guard. The organizational location of this position is: (Operating Location) McGhee Tyson ANGB TN.
Duties
Plans, organizes, and oversees the activities of the NGB Manpower Management Engineering Branch. Develops goals and objectives that integrate organization and manpower objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements. Represents Management Engineering Branch with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with senior officials of the NG, DOD, USAF, other agencies, MAJCOMS, wing commanders, managers, supervisors and other National Guard functional managers. Provides senior level consultative and technical management advisory services to top level managers of the National Guard regarding effective use of manpower programs to support the goals and missions of the guard. Ensures the National Guard Manpower programs and standards are in compliance with all applicable legal, regulatory and planning guidance and policies.
