Duties
Initiates all requests for personnel actions for Civil Service, ensuring accurate preparations and accomplishment of purpose. Processes Foreign Service personnel actions that affect awards, benefits or corrections.
Promotes internal and external training.
Advises client Bureau managers of their responsibilities in the appraisal/evaluation process and develops guidelines and presentations to ensure that advice is effectively communicated to rating and reviewing officials .
Advises top management and subordinate management officials on long-term recruitment strategies to best attract, hire and retain a skilled, diverse and motivated workforce including available flexible hiring authorities.
Evaluates the extent to which policies or procedures are understood by personnel and takes measures to correct understanding or application.

How you will be evaluated
The evaluation process consists of the ApplyGov Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores. There are timed sections that must be completed within the allotted timeframe. Your score from the external assessment Non-supervisory will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. Top applicants may be referred to the hiring manager for further consideration. Your qualifications will be evaluated on the following competencies: Knowledge of recruitment and placement programs, theories, concepts, practices, laws, regulations, and procedures to perform a variety of difficult and complex assignments. Knowledge of and ability to research, interpret, and apply human resources laws, regulations, policies and procedures. Ability to independently set priorities, organize work and ensure tasks are completed in timely manner. Ability to plan, manage and assess projects in a HR environment, including short-range planning and establishing goals and objectives. Ability to communicate effectively, both orally and in writing.
