Summary

This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA) Atlanta Region. It is in the Atlanta Regional Office. The Financial Management Specialist is responsible for planning, developing, and coordinating all financial management activities within the Atlanta Region. The selectee will be expected to report to the office listed above; this is not a remote position. This position is inside the bargaining unit.

Duties

The major duties for this position include but are not limited to the following: Works with OSHA grantee management personnel to advise and audit the State Plan 23(g), State Consultation 21(d), and Susan Harwood training grant program. Plans, develops, administers and manages the financial side of the region's grant program. Coordinates negotiation of new grants, agreements and contracts at the beginning of the fiscal year. Conducts on-site audits and aids in the final preparation of the grant, agreement or contract. Monitors grantee recipients on financial and administrative management requirements. Identifies weaknesses and deficiencies in grantee's systems while working with grantee staff to correct problems and enhance accountability of their financial management system. Participates, consults, and advises auditors during on-site audits performed by DOL auditors. Follows up on audit team recommendations and initiates policy to correct deficiencies. Prepares formal report at audit's conclusion for management personnel. Reviews, analyzes and edits budget estimates of Area Offices. Provides guidance to regional and area office management analysts regarding the formulation, presentation and execution of the annual regional operating budget. Negotiates with the OSHA National Office, regional managers, and area directors to determine the amount of funding and staffing allowances for the regional operating budget. Exercises budget controls through review, analysis and approval of the obligation and expenditure of funds for management and administrative purposes. Provides formal and informal fiscal training to managers, staff and grant recipients to help them better fulfill their financial responsibilities. Makes recommendations in response to changes in programs, emergencies, staffing level or available funds.
