Duties

This position is located in EXIM's Office of External Affairs (OEA), which manages the agency's external affairs programs. OEA is responsible for planning and executing high-level special events; conducting stakeholder engagement and outreach; providing advance and protocol support for the Office of the Chairman; and overseeing congressionally mandated and agency-established advisory committees and councils. Duties include, but are not limited to: Serves as an EXIM's recognized expert on the Federal Advisory Committee Act (FACA), its implementing regulations, GSA guidance, and agency policies governing advisory committee operations. Ensures ongoing compliance with FACA requirements, including charter renewals, member appointments, public notice and meeting procedures, recordkeeping, and annual reporting to GSA and Congress. Plans and manages advisory committee meetings and related activities, including agendas, briefing materials, senior leadership coordination, logistics, and required records and reports. Coordinates with the Office of General Counsel to support legally sufficient committee operations and with the Office of Congressional Affairs on congressional liaison matters related to advisory committee activities Serves as OEA's primary relationship manager and point of contact for EXIM's Vice Chairman and Board members, excluding the Chairman, whose executive support is led by the Deputy SVP. Builds and maintains productive working relationships with the Vice Chairman's office, Board member offices, and their staff. Leads and coordinates OEA support for the Vice Chairman's and Board members' participation in EXIM-sponsored events, external speaking engagements, stakeholder meetings, signing ceremonies, and other official activities. Oversees planning, logistics and advance work for Board-level engagements ensuring events are conducted with the highest standards of quality and protocol. Serves as OEA's principal liaison with EXIM's Office of the Chief Financial Officer, Office of Enterprise Services, and other administrative offices on budget formulation, contract administration, procurement planning, and fiscal management. Ensures OEA resource decisions comply with applicable laws, regulations, and agency policies. Leads OEA's annual budget formulation process, including preparing budget justifications, spending plans, and office funding requests. Monitors OEA expenditure throughout the fiscal year, tracks spending against approved allocations, advises the Deputy SVP on budget execution, adjustments, and variances, and prepares required financial reports and analyses. Serves as the Contracting Officer Representative (COR) for assigned OEA contracts or coordinates COR responsibilities across OEA, as designated by the Deputy SVP. Manages vendor relationships and procurement processes for OEA events, programs, and administrative requirements in coordination with EXIM's Office of Acquisitions. Reviews and approves procurement requests, purchase card transactions, and expenditures within delegated authority. Assumes the Deputy SVP's full supervisory and managerial authority for OEA professional and administrative staff during the Deputy SVP's absence. Contributes to the planning and execution of EXIM's major external affairs programs and events, including the Annual Conference, roundtables, forums, signing ceremonies, and other stakeholder engagement activities. Directs and coordinates assigned aspects of OEA's event management and outreach programs under the overall direction of the Deputy SVP. Develops and implements stakeholder engagement initiatives within the VP's assigned portfolio, building and sustaining productive relationships with trade associations, industry groups, foreign partners, and other stakeholder organizations. Represents EXIM at external meetings, conferences, and events as assigned.
