Summary

This position is located in the Government Accountability Office. As a Executive Director you will be responsible for the overall administration of the FASAB. This includes oversight and management of the people, budgets, purchasing, programs, and contracts; managing the research staff supporting Board deliberations; and furthering the development of products aiming to improve the usefulness and effectiveness of federal financial reports. This position answers directly to the Board members.

Duties

As a Executive Director ES-0510-00 your typical work assignments may include the following: Managing the development of accounting standards and principles for the federal government. Overseeing all administration actions related to the Board's operations. Implementing and carrying out the directions of the Board. Leading and developing the Board's senior professional accounting staff and administrative staff. Assuring that all matters related to the Board and its operations are handled effectively and in accordance with the Federal Advisory Committee Act. Working with the chair of the Board to ensure efficient and effective Board meetings.

Requirements

1.Must be a U.S. Citizen. 2.Males born after 12-31-59 must be registered for Selective Service. 3.Suitability for Federal employment, as determined by a background investigation. 4.Completion of a financial disclosure statement is required. 5.You must be able to obtain a top-secret security clearance. 6. A SES probationary is required. Each new career appointee in the SES must serve a 1-year SES probationary period before the appointment becomes final. Individuals given career appointments in GAO's SES system under GAO's executive interchange agreement with OPM are not required to serve a new SES probationary period. In addition, any employee who has not completed an SES probationary period at the time of an appointment based on the interchange agreement is required to complete the SES probationary period in the new position. 7. You must meet the education and specialized experience by the closing date of this announcement to be considered. 8. This is not a bargaining unit position.

Education

This position has a basic education requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
