Summary

The purpose of this position is to perform work that involves developing, administering, evaluating, or advising on the Federal Government's internal equal employment opportunity program within the assigned organization. This position serves as the Equal Employment Manager with full responsibility for establishing, organizing, and directing an Equal Employment Opportunity (EEO) Program that provides services to a region.

Duties

Major duties include but are not limited to: Developing, administering, evaluating, and advising on the Federal Government's internal equal employment opportunity program within the assigned organization. Serving as the Equal Employment Manager with full responsibility for establishing, organizing, and directing an Equal Employment Opportunity (EEO) Program that provides services to a region. Provides expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies, and decisions. Provide leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan. Manages the EEO Complaints processes. Prepares complete, timely reports on pre-complaint counseling activities, the status of formal complaints, and the disposition of complaints closed for various levels of higher authority. Informs and advises management officials and employees on EEO program requirements. Coordinate activities, program planning, reports and other EEO related functions with Human Resources, Office of Resolution Management, Office of General Counsel/Regional Counsel and other internal and external office stakeholders. Develops and promotes EEO program publicity and reference materials insuring EEO program is communicated to the workforce. Developing and maintaining data through a variety of databases and information tracking systems. Assigns, directs, and reviews the equal employment opportunity program work of collaterally assigned or subordinate employees; coordinates program activities with other staff offices and with line managers to achieve mutual objectives. Knowledge of overall department, medical center and VISN goals, missions and priorities to assure a positive impact on other programs and resources. Defines equal employment opportunity problem areas, identifies reasons for problems, and drafts specific action items to treat the causes of problems. Developing recommendations to management on the level and mix of resources (staff, money, space and equipment) to be assigned to the program; allocating assigned resources within the program to meet program objectives. Provides quality EEO products and services, advice and direction on issues related to the administration and management of an EEO program and the impact of organization policies, plans, practices and decisions on personnel. Work Schedule: Monday - Friday, 8:00am to 4:30pm (Subject to change based on the needs of the facility.) Telework: This position may be authorized for telework.
