Summary

About the Position: The incumbent will serve as the U.S. Army Transportation Command (ARTRANS) Environmental Specialist and Command expert on environmental and energy laws, regulations and unique requirements related to the management of Military Ocean Terminals (MOT), and its capital investment strategies.

Duties

Advise the Command Engineer of all major environmental and energy issues.

Manage Energy Program in coordination with Military Ocean Terminals (MOT) Energy Managers, Technicians, and Headquarters supporting Engineers.

Coordinate on short and long-range plans and develop programmatic strategies in environmental, energy and climate planning.

Consult necessary historical, regulatory, and technical references as needed to evaluate proposed actions.

Advise Department of Public Works (DPW) staff during field visits of potential environmental, and energy related concerns and considerations.

Manage the Environmental Program, to include compliance and adherence to NEPA on behalf of ARTRANs in coordination with the Command Engineer, Army Environmental Command, Regulatory Agencies, and United States Army Corps of Engineers.

Serve as program manager and subject matter expert with responsibility for planning, coordinating, managing and reviewing actions regarding environmental, energy programs for ARTRANs.

Work with engineers daily to ensure that environmental planning is incorporated into all projects and that all environmental documentation is in place to support successful project construction and associated mitigation efforts.

Serve as a Contracting Officer’s Representative for all HQ managed environmental and energy management contracts and provide support as requested to MOT CORs for their locally managed contracts.
