Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. Duties

This position is located within the Office of Information Services (OIS), Office of the Chief Administrative Officer (OCAO), United States Capitol Police (USCP). The Director/Chief Information Officer (CIO) serves as the Department’s senior executive responsible for providing strategic leadership, vision, and direction for all information technology, cybersecurity, and data operations at the USCP. The CIO oversees the Department's enterprise-wide information systems, ensures compliance with federal IT and acquisition requirements, advances modernization initiatives, and leads a diverse professional workforce in support of USCP's mission. The Director is the centralized authority for all USCP IT programs and services and is responsible for developing and implementing technical solutions to ensure continuity of operations during normal and emergency operations. Major duties include: Lead the design, development, integration, and implementation of enterprise-wide information systems that support Department programs and operations. Provide strategic direction for all information technology, cybersecurity and risk management, radio services, and data management operations within the USCP. Provide executive leadership on current and emerging information technology and cybersecurity issues, ensuring alignment with modern best practices. Oversee the Department’s Enterprise Architecture (EA) program to strengthen IT strategic planning, mature investment decision making, and accelerate IT modernization. Formulate and implement major internal IT programs, policies, and governance structures to meet organizational priorities. Oversee IT acquisition strategies, resource management, and procurement activities in compliance with Department policy and guidance. Represent the Department in interagency and Legislative Branch councils and working groups, fostering partnerships, and negotiating solutions that advance enterprise initiatives. Serve as a key member of senior leadership and contribute to cross-organizational initiatives requiring coordinated technical and strategic action. Support additional enterprise technology leadership roles, including the Department’s Chief Privacy Officer and Artificial Intelligence Officer.

Requirements

Must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period. Must be able to obtain and maintain a Top-Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

There is no education substitution for experience in this series and/or grade.
