Duties

As the Director Field Operations (North Atlantic), Northeastern Compliance you will assist the Director of Northeastern Compliance in coordinating complex tax administration services to meet the needs of large and mid-sized businesses and individuals with international activity. The Director Field Operations North Atlantic performs the following duties and responsibilities: Formulates short and long-range program policies, strategies, and objectives on all matters relating to the Northeastern Compliance practice area. Studies compliance issues within the Northeastern Compliance practice area; suggests campaigns to be included in the work plan; and conducts examinations. Promotes collaboration within the Northeastern Compliance practice area and with other LB&I functions. This includes working with Counsel to develop guidance and improve compliance strategies. Provides executive leadership and direction through subordinate managers that are geographically located within the practice area. Delegates sufficient authority to subordinates to effectively manage their resources and to provide a supportive environment for creativity and innovation. Manages all human, physical, information technology, and financial resources of the assigned area and allocates these resources in accordance with overall strategies to further the accomplishment of specific goals. Continuously evolves to keep pace with LB&I's filing population, which competes in a dynamic, rapidly changing, global economy. Stays abreast of a broad range of current developments, trends, policy considerations, legislative proposals and legal matters, and its effect on Federal tax administration. Remains aware of the internal climate that affects policies of the Internal Revenue Service and collaborates with other IRS executives in setting priorities and objectives for LB&I. Cultivates an environment of continuous learning to support a flexible workforce with focused training, foundational skillsets, specialized knowledge, and dynamic tools. Utilizes data analytics and examiner feedback to select better work with intended compliance outcomes. Gathers, assesses, and incorporates feedback to ensure continuous improvement Employs an integrated set of tailored treatment streams to improve flexibility to address current and emerging issues and achieve compliance outcomes. Drives continual collection and analysis of data and feedback to enhance ability to focus, plan, and execute work, and promote innovation and feedback-based improvement. Requirements
U.S. Citizenship is required. Be geographically mobile to accomplish the Service's mission. Complete a one-year SES probationary period, if not previously completed. Certify you have registered with the Selective Service System if you are a male applicant born after December 31, 1959, or certify you are exempt from having to do so. Complete a OF-306, Declaration for Federal Employment, to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Provide information to successfully complete a background investigation. Applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent. How you will be evaluated
Your resume will be reviewed to ensure you meet the basic qualification requirements. If you meet the basic qualification requirements, your application will be referred to and evaluated by an executive panel. Highly Qualified applicants may undergo one or more interviews and/or be asked to provide a list of references or additional documents to confirm eligibility. The Executive Resources Board (ERB) will review results of the evaluation and make a written recommendation on the final selection(s) to the appointing authority. Unless you have already been certified by the OPM Qualifications Review Board (QRB) in the past or received certification by an OPM approved Senior Executive Service Candidate Development Program, your qualifications must be certified by an OPM QRB before appointment may occur. If the selected candidate does not have Qualifications Review Board (QRB) certification by the Office of Personnel Management (OPM), the individual will be required to undergo an ECQ based structured interview with OPM to determine that you meet the leadership competencies required to serve as a member of the SES. Certification by the Office of Personnel Management's Qualifications Review Board is required to be appointed to this position.
