This position is located within HHS, Office of the Secretary, Office of the Assistant Secretary for Administration, Program Support Center (PSC), Office of the Director. PSC operates on a fee-for-service basis through the HHS Service and Supply Fund and provides mission-critical support to Federal customers. PSC offers 40+ services across Financial Management, Occupational Health, and Real Estate, Logistics, and Operations.
Duties
ABOUT THE POSITION The purpose of this position is for the incumbent to serve as the Deputy Director, providing executive leadership, strategic guidance, and operational oversight in support of the Director. The incumbent assists in directing PSC's enterprise shared services organization, ensuring the effective delivery of customer-focused services to HHS components and other Federal agencies. The incumbent provides executive leadership in advancing PSC's mission through strategic planning, operational excellence, organizational performance, and the effective management of enterprise shared services across PSC's core business areas: Financial Management, Occupational Health, and Real Estate, Logistics, and Operations. The incumbent demonstrates and exercises leadership in the functional oversight of PSC, which seeks to reduce burden and drive efficiencies through standardization, modernization, and streamlining technology. Responds to customer needs through continuous engagement and robust feedback loops. The Deputy Director, Program Support Center, reports to the Director, PSC and provides advice and guidance with respect to all aspects of PSC including: Directs management activities of the PSC and is instrumental in transforming administrative activities from transactional processes to strategically focused business lines that directly support the PSC's mission. As a member of the PSC executive team, the incumbent leads the implementation of strategic human resources management, competitive sourcing, E-Government, integration of budget and performance goals, and improved financial performance. Integrates administrative activities to achieve breakthrough efficiencies, coaching and motivating staff professionals to excel in creating positive solutions to improve service delivery. The incumbent works with peers throughout PSC, ASA and the Department to build and sustain best practices in all management areas. Leads oversight of the conduct of organizational operations. The incumbent participates with the PSC Director, and Portfolio leaders in providing operational and management expertise germane to the formulation of policies, goals, objectives, and operational strategies; and participates in program and resource allocation decisions, which impact the total organization. Principal advisor to the organization on operations and administrative management matters; management tenets, techniques, and policies; requirements of administrative law and regulations; and methods and procedures. The incumbent collaborates with other senior officials across the PSC in the development and implementation of strategic and financial plans. Leads efficient and effective administrative operations, resolves major problems and matters of key policy, promoting and leading major reviews and discussions regarding improvements in administrative/management operations and processes. Oversees the development of plans and analyses related to continuous improvement initiatives and ensures that effective systems are developed and in place to provide the PSC with information needed on a wide range of administrative/management issues.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information required within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs and TQs will be determined ineligible for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
