Summary

As a Deputy Comptroller for Regional and Midsize Financial Institutions (RMFI), you will serve as OCC's operational executive and Deputy Comptroller for RMFI. Provide executive direction to and set policies for RMFI at-large, to include, the assigned Regional & Midsize Portfolio and as directed, supervisory activities related to stablecoin, digital assets, emerging financial technologies, and de novo banks. * This announcement has been amended to extend to the closing date.*

Duties

As a Deputy Comptroller for Regional and Midsize Financial Institutions (RMFI), you will: Set goals and provide executive direction and leadership for the Regional & Midsize Financial Institution Program including supervisory strategy for institutions engaged in or exposed to digital assets, distribution ledger technology, stablecoin-related activities, and de novo bank formation and growth. Work with other RMFI Deputy Comptrollers to oversee the regional and midsize supervision program and to develop systems, policies/processes and programs that promote a focus on achieving the goals and priorities of the OCC, including those related to innovation, emerging technologies, novel banking products and evolving chartering models. In conjunction with other RMFI Deputies, coordinate supervisory functions across portfolio and broad geographic lines. Recommend, review, and advise the SDC for RMFI on matters of national policy and issues that impact the national banking system, including the safe, sound, and compliant conduct of digital assets and stablecoin activities and the supervision of de novo institutions. Provide strategic leadership and executive program direction that promotes a focus on achieving the supervision goals and priorities of the OCC, including the identification, assessment, and monitoring of risks arising from digital asset activities, stablecoin arrangements, third-party technology providers, and newly chartered or de novo banks. Recommend, review, and advise the Comptroller, SDC, and other OCC senior leaders on matters of resource allocation, risk-based supervision and supervisory strategy development of specialized supervisory approaches, examiner expertise, and interagency coordination for digital assets, stablecoin and de novo bank oversight. Establish programs to ensure effective supervision of RMFI engaged in digital asset custody, tokenization, payments innovation, blockchain-related activities, reserve management, stablecoin-related banking services and de novo bank operations. Coordinate regulatory policies relevant to effective supervision of the national banking system, specifically related to digital assets, stablecoin and de novo institutions. Develop and maintain strong working relationships with banking officials and trade associations; continually assess and stay abreast of future directions of large banks. Work with industry and civic leaders; facilitate community development and revitalization goals. Personally, and through subordinate leadership, lead, motivate, coach and develop the staff of the organization. Plan and assign work to be accomplished by direct-reports and subordinate supervisors.

Requirements

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. There are three key documents that contain important information about your rights and obligations. Complete a one-year trial period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Travel overnight or locally on an occasional basis. Obtain and use a Government-issued charge card for business-related travel. Successfully complete a background investigation that includes criminal history, financial history (including a credit check) and other information. File an Executive Branch Public Financial Disclosure Report (OGE-278) and an OCC Financial Disclosure Form. Complete a financial disclosure review and resolve any ethics issues.
