Summary

You will serve as a CONTRACT SPECIALIST in the CONTRACTING DIVISION, CONTRACTING AND LOGISTICS DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will review requests for the procurement of complex equipment and/or services.

You will prepare solicitation documents.

You will incorporate provisions such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, testing procedures, cost escalation factors, cost data requirements, and socioeconomic programs.

You will award contracts within delegated contracting officer authority, or recommend award to the contracting officer outside delegated authority.

You will assist contract administration offices in the administration of contracts including performance of termination actions, until final delivery and payments are completed and the contract is closed and retired.

You will negotiate contract modifications.

You will close out the contract or issue termination notices and review settlement proposals.

You will serve as the principal contact for the contract and represent the command in conferences with industry, and State and local government pertaining to the procurement.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-12: There is no substitution of education for experience at the GS-12 grade level. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Are you using your education to qualify?
