Summary
About the Position: This position is located at the Army Corps of Engineers, Norfolk District. The incumbent serves as Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex Architect Engineering (A-E) Services or environmental services or construction and special assigned programs.
Duties
Performs pre-award contracting functions to procure large, highly complex construction projects, programs or services.
Determines method of procurement, milestones, acquisition plan and type of contract.
Conducts market research to analyze contractor technical and financial capability to satisfy requirements.
Prepares solicitations and conducts pre-solicitation/pre-proposal conferences.
Analyzes and evaluates findings contained in audit reports, and supports recommendations with detailed analysis of each cost element.
Conducts extensive negotiations during all phases of the procurement process.
Performs post award functions, ensuring that all post award actions taken are in compliance with all applicable laws,regulations and Executive Orders.
