Summary

The Deputy Principal Executive Director, Office of Acquisition, Logistics, and Construction (OALC), oversees the Office of Procurement, Acquisition, and Logistics (OPAL) operations, which consist of a central office staff and OPAL field activities. OPAL provides comprehensive, strategic acquisition support for VA's highly complex requirements, including strategic Information Technology and medical systems.

Duties

Major duties include but are not limited to: Exercises independent judgment in performance of research, analysis, process improvement, and strategy execution of innovative solutions that offer efficiencies to the acquisition and business management process of the Program Advisory Support Service (PASS) Office; Provides advice and guidance to members of the Contracting organization for both acquisition and business policies, processes, and procedures; Identifies, analyzes, develops and/or enhances business operational processes, procedures and practices that offer efficiencies to the acquisition process; Prepares complex program management reports containing clearly defined findings and recommends practical methods of improvement; Determines and recommends substantive changes to policy and/or procedures based upon research evaluations of business management, financial and other related data and/or trends; Offers technical advisory support to source selection teams and other business process improvement teams; Plans, develops, and establishes acquisition procedures and business processes for the contracting organization; and Develops solutions to problems when there are uncertainties involving desired outcomes, legislation, authorities, and scope of the action resulting from Congressional and Government Accountability Office interest.
