Summary
The Deputy Executive Director (DED), Office of Procurement (OOP) and Deputy Senior Procurement Executive (DSPE) serves in the Office of Procurement. The DED/DSPE manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government.
Duties
The Associate Executive Director (AED), Office of Procurement Policy, Compliance, Innovation & Engagement and Deputy Senior Procurement Executive (DSPE) serves in the Office of Procurement. The AED/DSPE manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government. The AED/DSPE is responsible for a full range of programmatic and oversight duties, including formulating VA-wide procurement doctrine and policy; developing and implementing acquisition and risk management; quality assurance, and compliance activities; ensuring the advocacy and representation of the procurement workforce, and conducts the Contracting Officer Warranting Program. The incumbent in this position manages and oversees critical aspects of the Department-wide procurement program, one of the largest in the Federal government, with a combined portfolio value of over $700B and an annual contract spend in excess of $60B. The AED/DSPE is responsible for a full range of programmatic and oversight duties, including formulating VA-wide procurement doctrine and policy, developing and maintaining acquisition enterprise level automated business systems, developing and implementing acquisition and risk management, quality assurance, and compliance activities. The AED/DSPE manages the Contracting Officer Warranting Program ensuring all warrants are issued to individuals who meet the Federal requirements for training and certification.
Education
Applicants must possess or be eligible for Level Ill FAC-C certification in accordance with the Department of Veterans Affairs (VA) FAC-C Certification Standards or Defense Acquisition Workforce Improvement Act (DAWIA). Applicants who currently possess or are eligible for Level II FAC-C certification and can achieve Level III certification according to VA or DAWIA standards within eighteen months from the date of appointment to this position will also be considered. To meet basic requirements for the 1102 series, applicants must have completed a course of study leading to a bachelor's degree, that included, or was supplemented by, at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. For candidates not currently in an 1102 series or who have not held an 1102 series position - COPIES OF TRANSCRIPTS MUST BE PROVIDED AS PROOF. CANDIDATES WHO DO NOT PROVIDE PROOF WILL NOT BE CONSIDERED A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
